Stephen A. Swan

Steve Swan has been in civil construction for 18 years, primarily managing interstate highway projects. He has held the position of president for Seaboard Construction for the past 6 years. Very active in the community, Steve serves as Vice Chairman of Industrial Affairs for the Brunswick Chamber of Commerce, as well is a respected member of the Georgia State Chamber of Commerce. He is president of the Maritime Club and also sits on the advisory panel for GAPTQ [Georgia Partnership for Transportation Quality]. Steve is a member of several organizations, including, NAPA, GUCA and the Georgia Highway Contractors Relations Board which convenes at the Georgia DOT. He has a Bachelor of Science degree in Construction Management from the University of Nebraska and also served as a helicopter pilot and instructor for the U.S. Army.

Vice President
Jeff Kicklighter

Jeff began his career with Seaboard Construction Company, working with the asphalt crew, in January 1991. In 1993 he transferred to the Administrative Office as a Project Manager/Estimator. Jeff has managed projects with the Georgia Department of Transportation, The Camden, Glynn and Wayne County Board of Commissions, The City of Brunswick and The City of Saint Mary’s, Georgia. He has also managed projects with the Federal Aviation Administration in construction with the Glynn County Airport Commission, The Sea Island Company, Driggers Development, LandMar Group LLC, along with many other developers in the Southeast Georgia area. Jeff was promoted to Vice President of Seaboard Construction Company in 2005. Background: Attended Brunswick Jr. College and Southern Technical Institute. Before joining Seaboard Construction Company, Jeff worked for Glynn Construction Company for five years.

Donna Low

Having joined Seaboard in 2008, Ms. Low brings with her 26 years experience in the construction industry, with the last 19 years in the position of controller with differing firms. Working with four assistants, she oversees Contract Administration, Payables and Receivables, Job Costs, and other related responsibilities.

Asphalt Plant Superintendant
Claude Johns

Claude Johns has been with Seaboard since 1982. He started his career with the firm in plant maintenance and quickly graduated to lab technician. In 1984, Claude became assistant plant foreman and two years later was promoted to plant superintendent, a position he has loyally held for the past 23 years since 1986. He oversees the operations of both of Seaboard’s plants; Sterling on GA HWY 99 and Whitlock in downtown Brunswick. He is a certified level 2 asphalt technician and under his leadership, Seaboard’s Sterling asphalt plant is consistently rated in the Georgia Department of Transportation’s top ten plants in Georgia. As well, in both 2007 & 2008 both the Sterling and Whitlock plant received the coveted NAPA Diamond Achievement Award.

Kimm Jones

Kimm Jones has been a safety officer for industrial health and safety for over 25 years. The last 16 years have been directly related to heavy industrial construction for such industries as oil drilling, exploration and refinery, aerospace and medical, vertical commercial, civil and road construct. He joined the Seaboard team 4 years ago. A retired paramedic and firefighter, Kimm is also a certified erosion control and traffic control supervisor with both an Associates degree in Computer Drafting / Design and Technical Certificate in Electronics from Coastal Georgia College. As well, he holds a Technical Certificate in Industrial Hygiene from the American College of Industrial Hygiene.

Steve Howard has been in roadway construction for 38 years. Starting out with the Georgia Department of Transportation for 10 years, he supervised interstate construction as well as private subdivisions and commercial developments. He currently manages all I-95 widening projects for which Seaboard conducts in the Glynn and McIntosh county regions; the firm’s largest contractual obligations to date.

A 2008 graduate of Georgia Southern University’s Civil Engineering & Construction Management program, Dustin Schnedeker got his start in the industry with Seaboard, quickly exhibiting his professionalism and promise. He handles most of Seaboard’s government municipality jobs in the Camden County region after completing the Ella Park Church Road project 8 months ahead of schedule, as well as federal projects in the local Glynn County area with organizations such as FLETC.

Since receiving his B.S. from Georgia Southern University’s Construction Management program, Mr. Hooks has acquired 4 years of experience in both the private and public sector with a concentration on ports. He is a member of the Construction Management Guild and became a welcomed team member of Seaboard in 2008. His current assignments are government sector projects in the Glynn County region airports.

Kyle Blakney

Joining Seaboard in 2007, Mr. Blakney brought with him 3 years experience in residential construction as a superintendant for a firm in Florida. While continuing his formal education in Construction Management, he oversees public sector operations which Seaboard is conducting on I-95 in the McIntosh County region. As one of the youngest members of the firm, Mr. Blakney exhibits great promise as a valued asset of our team.
